General Manager - Solid Waste Management Authority

Applications are invited from suitably qualified persons for appointment to the post of General Manager of the St. Lucia Solid Waste Management Authority (SLSWMA).
Duties & Responsibilities
The successful applicant will be required to work under the direction of and report to the Chairperson, Board of Directors of the St. Lucia Solid Waste Management Authority.
The applicant will be required to:
1. Plan, organize and direct all activities of the St. Lucia Solid Waste Management Authority, the duties of which are established in accordance with the St. Lucia Solid Waste Management Act No. 8 of 2004.
2. Prepare the appropriate tools for effective waste management such as legal instruments, management systems, guidelines, standards, procedures, standard operating practices and protocols;
3. Plan, schedule, and review the work and performance of staff in a manner conducive to proficient performance and high morale;
4. Develop and manage the annual budget and work plan of the Authority approved by the Board of Directors of the Authority.
5. Supervise the work of all staff employed and/or assigned to the Authority.
6. Establish and administer procurement procedures for all contracts and manages contracts for solid waste collection.
7. Develop and maintain collaborative relationships with stakeholders including government ministries and agencies, the private sector, NGOs, communities as well as other national, regional and international organizations.
8. Develop and implement a waste management strategy in accordance with the Waste Management Act No. 8 of 2004
9. Oversee the development and implementation of communication strategies relating to solid waste;
10. Develop and implement capacity building strategies relating to solid waste;
11. Represent the Authority on standing committees and at official meetings, conferences or other forms of consultation approved by the Board of Directors.
12. Any other job related duties as assigned by the Board of Directors.
Conditions
1. Required to own, maintain and operate an appropriate vehicle to enable effective discharge of duties for which an allowance will be paid;
2. Salary will be within the salary scales set by SLSWMA.
3. The appointed will be on a 3-year contractual basis with the option for renewal.
Skills, Knowledge and Ability
1. Excellent management and communication skills;
2. Ability to foster sound interpersonal relations;
3. Knowledge of international conventions applicable to solid waste and environmental management;
4. Thorough knowledge of the techniques of solid waste disposal and collection;
5. Ability to work well with the public and other external agencies and stakeholders.
Qualifications and Experience
1. Masters Degree in Management with a minimum of five years work experience at a senior management level; and or,
2. Training and/or experience in an environment-related field with seven years experience.
