JOB DESCRIPTION

 

JOB TITLE                           :           DIRECTOR OF LEGISLATIVE DRAFTING

 

REPORTS TO                      :           ATTORNEY GENERAL

 

SUPERVISES                       :           LEGISLATIVE DRAFTERS

 

CLASSIFICATION             :           Grade No. 19

 

 

A         RELATIONSHIP AND RESPONSIBILITIES

 

1.      Works under the direction of and reports to the Attorney General.

 

2.      Required to respond whenever necessary to the Solicitor General and Deputy Permanent Secretary on matters related to work in progress.

 

B         DUTIES AND TASKS

 

1.      Manages the Legislative Drafting Department and supervises staff of Legislative Drafting Department.

 

2.      Drafts Bills and Statutory Instruments to Parliament.

 

3.      Attends meetings at various Government Ministries, Departments and Statutory Bodies etc. on issues dealing with the drafting of new laws and amendments to existing laws.

 

4.      Represents the Attorney General’s Chambers on various Statutory Boards.

 

5.      Provides status of work reports to the Attorney General at least monthly.

 

6.      Performs such other duties as may be assigned from time to time by the Attorney General/or Solicitor General.

 

 

C         STANDARDS

 

Work performance will be evaluated on the basis of the following:

 

  1. Timely completion of tasks assigned and meeting of deadlines.

 

  1. Effective implementation of duties, responsibilities and assignments as defined in the job description.     

 

  1. Number of problems investigated and relevance of prescriptions.

 

  1. Compliance with Ministry guidelines and standard operating procedures.

 

 

D         SKILLS, KNOWLEDGE AND ABILITIES

 

  1. A sound working knowledge of the laws and statutes of Saint Lucia.

 

  1.  Familiarisation with the standard operating procedures contained in the Department’s Operations Manual.

 

  1. A working knowledge of and the ability to interpret legislation, Civil Service Rules and Regulations and Operating Procedures, Staff Orders, Financial and Store Rules and Collective Agreements.

 

 

E         QUALIFICATIONS AND EXPERIENCE

 

1.      Bachelors Degree in Law; plus

 

2.      Masters Degree in Legislative Drafting plus six (6) years post graduate experience; and

 

3.      Must be admitted to practice as and attorney-at-law in Saint Lucia.

 

 

F          CONDITIONS

 

  1. Accommodation provided in general administrative office.

 

  1. Institutional support is provided through appropriate civil service regulations and departmental guidelines.

  1. Salary is in accordance with the terms and conditions stipulated by Government of Saint Lucia in the Estimates of Expenditure/Collective Agreement.

 

  1. Salary will be commensurate with qualifications and experience.
