Director of Audit

Applications are invited from suitably qualified persons for appointment to the post of Director of Audit, Audit Department.
QUALIFICATIONS
Applicants should possess:
Masters Degree in Accounting or Auditing or equivalent professional accounting/auditing certification plus 5 years experience in auditing or accounting at a management level
OR
Bachelors Degree in Accounting or Auditing plus post graduate Diploma in the same field from a recognized University plus 10 years experience in Accounting/Auditing. DUTIES AND RESPONSIBILITIES
The successful applicant will be required to work under the direction of and reports to Parliament. He/she will also be required to respond whenever necessary to Parliament through the Minister of Finance whenever necessary on matters related to work in progress.
The applicant will be:
1. Responsible for the administration and supervision of the department;
2. Responsible for the audit of the public accounts of Saint Lucia and as such shall make such examinations and enquires as he/she considers necessary to enable him/her to report as required by the Audit Act;
3. Submit reports on the results of the audits of the accounts to the Minister of Finance for onward transmission to the House of Assembly;
4. Liaise with Permanent Secretaries and Heads of Department regarding their accounts;
5. Responsible for the audit of any Public Body as requested by Parliament
SKILLS, KNOWLEDGE AND ABILITIES
The successful applicant should have:
1. A comprehensive knowledge of the structure of the public service and the machinery of Government’s administrative policies and procedures, and the ability to apply civil service rules ad regulations;
2. Ability to plan and organize work and prepare clear and concise reports;
3. Ability to rally staff in order to meet deadlines;
4. Ability to analyze issues, make interpretations and recommend innovative approaches to solutions;
5. Extensive knowledge of techniques and instruments used for conducting surveys or audits and computer assisted auditing techniques;
6. Ability to establish and maintain effective working relation;
7. Working knowledge of the Audit Act No. 26 of 1998.
CONDITIONS
1. Congenial administrative officer accommodation will be provided;
2. Institutional support will be provided through appropriate Civil Service Regulations, Statutory Instruments and Departmental Guidelines;
3. Required to maintain a motor vehicle for the proper performance of duties;
4. Salary is in accordance with the terms stipulated by the Government in the Estimates of Expenditure;
5. Effective implementation of duties and responsibilities as defined in the job description;
6. The post is non-pensionable. SALARY
Salary is at the rate of $86,400.00 (Grade 20) per annum.
