Identification No:                   RCA/007/04 - Institutional Support and Capacity Building for Disaster Management in the Caribbean Project

 

1.                  The Caribbean Disaster Emergency Response Agency (CDERA) is implementing a €3.4 million project financed under the 9th European Development Fund (EDF) in support of Institutional Support and Capacity Building for Disaster Management in the Member States of the Caribbean Forum of Africa, Caribbean and Pacific States (CARIFORUM). The Project will support Comprehensive Disaster Management (CDM) by supporting consultancy services for increasing the use of information and communication technologies (ICTs) for emergency planning and disaster management-related information sharing via: the upgrading of the ICT-based infrastructure for information sharing in CDERA Coordinating Unit (CU) and its Participating States (PS); the development of a Model Contingency ICT Plan for PS with appropriate redundancy; and the preparation of an enhanced CDM ICT Policy for CDERA.

2.                  These services include: (i) conducting a baseline review of, and the development of a database for, the existing ICT skills and infrastructure in the CU and PS; (ii) the development of a Model ICT Contingency Plan and information sharing infrastructure with appropriate redundancy, and the promotion of their adoption in the CDERA CU and PS; (iii) the design of an ICT Policy for CDERA that, in part, addresses the agency’s use of ICTs in information sharing, and a management structure that supports the use and sustainability of the agency’s ICT infrastructure.

3.                  The CDERA Coordinating Unit (CU) now invites eligible consultants/firms/consortia to submit expressions of interest for the above services. At this stage, the CU is not requesting formal proposals or bids. Consultants/firms/consortia should provide information which: indicates that they are qualified to perform the services (in accordance with the qualifications detailed in 4i-ix, below); describes their experience in similar conditions; and details the availability of appropriate skills among proposed team members (with Curriculum Vitae). A consultant/firm/consortium will be selected in accordance with conditions of participation set out below.

 

CONDITIONS OF PARTICIPATION

 

4.                  Eligibility

Participation in tendering is open on equal terms to natural and legal persons (participating either individually or in a grouping, or consortium, of tenderers) from ACP States and Member States of the European Union contributing to the European Development Fund, and international organisations as authorised by the programme under which the contract is financed (see Section 2.3 of the Practical Guide to Contract Procedures for EC External Actions, obtainable at http://ec.europa.eu/europeaid/search_en.htm).

Interested individuals or groupings should possess the following qualifications:

i.                    At least a Masters Degree in ICT/Computer Science or equivalent qualification;

ii.                  At least a first degree in Management/Business Administration, or demonstrated experience with Results-Based Management;

iii.                At least five (5) years post-qualification experience;

iv.                Demonstrated experience in ICT planning, configuring ICT Infrastructure, and computer systems analysis and design;

v.                  Familiarity with CDM will be a distinct asset;

vi.                Ability to conduct research and prepare findings and conclusions;

vii.              Exceptional written and report writing skills;

viii.            Experience as a facilitator with good presentation and listening skills; and

ix.                Similar combinations of skills, experience and training.

 

5.                  Candidature

All eligible natural and legal persons (as per item 4, above), or groupings of such persons (consortia), may apply.

A consortium may be a permanent, legally-established grouping, or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e., the leader and all other members) are jointly and severally liable to the Contracting Authority.

The participation of an ineligible natural or legal person (as per item 4) will result in the automatic exclusion of that person. Additionally, if an ineligible person belongs to a consortium, the whole consortium will be excluded.

 

6.                  Number of Applications

No more than one application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity, or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than one application, all applications in which that person has participated will be excluded.

 

7.                  Grounds for Exclusion

As part of the application procedure, candidates must submit a signed declaration to the effect that they are not in any of the exclusion situations listed in Section 2.3 of the Practical Guide to Contract Procedures for EC External Actions.

 

8.                  Number of Candidates to be Shortlisted

On the basis of the applications received, at least four (4) and at most eight (8) candidates will be invited to submit detailed tenders for this contract, with technical and financial proposals, on the basis of a Request for Proposals which will be mailed to them. Any tenders received from non-shortlisted individuals or consortia will be excluded from this restricted tender procedure.

 

9.                  Shortlist Alliances Prohibited

Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.

 

10.              Sub-Contracting

Sub-contracting is the only allowed form of collaboration with firms that have not been shortlisted, and can occur only if the tenderer explicitly states that it is the sole party which will be contractually liable. The tender shall be rejected if sub-contractors do not meet the eligibility requirements of the contract, and the total value of the sub-contracted part of the services must not exceed 25% of the contract value.
